Telecel Onafriq Cross Border Payment Terms and Conditions

  1. Introduction

These Terms and Conditions (“T&Cs”) govern the use of the international money transfer service (“Service”) provided by Telecel Ghana Mobile Financial Services Limited (Telcel Cash), which enables subscribers to send money from Ghana to recipients in Nigeria through Onafriq and PAPSS.

By using this Service, you agree to be bound by these T&Cs.

  1. Eligibility

To use this Service, you must:

  • Be a registered T-Cash customer with an active wallet.
  • Have completed the required Know Your Customer (KYC) verification.
  • Be at least 18 years old.
  1. Service Description

This Service allows you to send funds from your Telecel Cash wallet to:

  • Bank accounts in Nigeria.
  • Mobile money wallets in Nigeria (where supported).

The Service is available via USSD and the Telecel Play App.

  1. Responsibilities of the User

You agree to:

  • Provide accurate recipient details (name, bank, wallet number.)
  • Confirm all information before submitting a transaction.
  • Use the Service only for lawful purposes.

Telecel Cash will not be liable for losses resulting from incorrect details provided by you.

  1. Fees and Charges

Applicable transaction fees will be disclosed before you confirm your transfer. By completing the transaction, you agree to the fee.

Fees are subject to change and may vary based on destination and transaction amount.

  1. Transaction Limits

Your use of the Service is subject to:

  • Daily transaction limits.
  • Maximum per-transaction caps.
  • Monthly cumulative limits.

Limits may be updated from time to time in line with regulatory requirements or internal policies.

  1. Delivery Time

Most transfers are processed instantly. However, some may take up to twenty -four (24) hours depending on network conditions or additional compliance checks.

  1. Failed Transactions and Refunds

If a transaction fails and the funds are not delivered to the recipient, the full amount (less any applicable charges, where appropriate) will be refunded to your Telecel Cash wallet.

Refunds may take up to fourteen (14) business days.

  1. Irrevocability of Transactions

Once a transaction is successfully processed, it cannot be cancelled or reversed.

If funds are sent in error (e.g., to the wrong recipient), Telecel Cash may attempt to recover them, but recovery is not guaranteed.

  1. Fraud and Unlawful Use

You must not use this Service for any unlawful activity, including money laundering, fraud, or terrorist financing.

You must not breach the Anti -Money Laundering Act, 2020 (Act 1044).

Telecel Cash reserves the right to report suspicious activity to the appropriate authorities and immediately suspend access to the Service.

  1. Data Protection and Privacy

By using this Service, you consent to the collection, use, and sharing of your personal data with authorized partners (such as Onafriq and PAPSS) for the purpose of processing your transaction.

Telecel Cash may modify, suspend, or discontinue the Service at any time due to maintenance, regulatory restrictions, or other reasons beyond our control.

We will provide reasonable notice where possible.

  1. Liability

Telecel Cash will not be liable for:

  • Delays in transmission due to network or system errors.
  • Losses caused by incorrect recipient information.
  • Force majeure events beyond our control.

Our total liability is limited to the amount sent (excluding fees).

  1. Amendments

Telecel may revise these Terms and Conditions at any time. Updates will be made available via our website, the Telecel Play App, or USSD channels.

Continued use of the Service after such updates constitutes your acceptance of the updates.

  1. Governing Law

These Terms and Conditions shall be governed by the laws of the Republic of Ghana.
